WaterCooled but high temps

Hi, ive got a AMD x4 955 not overclocked. I am watercooled with a blackice stealth rad 360mm, with 6 fans all pointing oiut of my case. However i have seen around 40 degrees idle. Have i got a bad chip or not done something right. I have bled it. I did the turn the case round thing. And that shot a load of bubbles out. I must have done it 12 times, and still a lrge amount was coming out. I thought there cant be that much air left in, and let it just sit there for 3 hours. Still bad temps. Any suggestions.
 
What are your load temps dude. If your in the UK, we are experiencing some high temperatures and if your in a small room with very little ventilation, then those factors will most likely be affecting your temps.
 
yeah more info will help us like ambient temps you also say 6 fans all pointing out I'm sure I am mis reading that but just in case. you do have the air going thru the rad right???? as in push pull. also might be a bad seating on the cpu and block. what tim are ya using???

15 passes of intel burn test and highest was 54..... am yes im in the uk. Anybody know of any kinda comparable x4 watercooled temps??? also would it help if i was to get a performance rad like a pa120.3 instead, or even better fans. I got artic cooling f12s atm, and im not in a small case, im in the xigmatek elysium.

I dunno my ambient temps, but like i said i am in the uk... yeah fans in push pull, pushing the air from inside the case to outside.... im using mx4 tim, and i have tried reseating the block. It isnt the greatest block though, its a xspc delta v3. If anyone can recommend any parts they think will help, im open to suggestions. Oh and i got 2 mcp 655.
