Too risky?

I was wondering if I should be overclocking or not given my PSUs low wattage and only being basic 80+
See my sig for spec.
A new PSU is out of the question at least for the foreseeable, unless I chane on a bargain on ebay. I did find a 600w corsair on ebay last year but it kept crashing my PC so is relegated to the garage
 
I reckon you'll be fine on a 500W considering it actually is 80+

Neither the 1600 or the RX470 is particularly power hungry. And even if you are hitting the headroom of QUALITY PSU, you'll just get instabilities at full load resulting in BSOD / shutdown. No real damage to be done :)
 
You should be fine. I ran my overclocked threadripper 1920x and GTX 780 system on a lowly corsair TX 650 which was knocking on 7 years old without any trouble. That lot was easily drawing 550W when under heavy load. (225W on the CPU and 275W on the GPU plus 50W for the rest) I moved up to a 750W supply when I replaced the 780 with a vega 56.

Overclocking your 1600 would push it's TDP up from 65W to around 100W and the RX470 is 140W standard so being pessimistic, you might manage to push that to 200W. That still leaves you 300W in the tank for other parts.
