Something better than NZXT FN-1X0's?

My current case is using these, at 5v they are silent but pretty much hardly move any air. Quiet is a big priority, case is a Phantom 410 if it matters, I was thinking of putting a Silverstone AP121 as an intake, in the second slot up so it has clean flow free of obstruction by HDD bays, and having Corsair AF's as exhausts?

How about Noctua NF-P12? I have two of them on my case performing very well. I admit that they have ugly look but also are extremely quiet.
 
I use the Silverstones throughout my case. They are silent at 5v.

At 5v - barely any fan will shift a massive amount of air. But due to the focus flow design of them, I think they'll probably be better in your situation.

Other choices: Bitfenix Spectre/Spectre Pro, Scythe GTs, Noctuas (although you've said you don't like them), Enermax fans, and Corsair AF/SP...
I wouldn't stray too far from that list.
 
Heard decent stuff about the bequiet! silent wings fans and experience tells me the corsair fans are good, 2 killer 120mm fans for about £18 can't have many arguments.
 
I don't really know of any fans that move a decent amount of air at 5V, I had some Corsair AF120s and even running at 7V they didn't move much air.
 
I was just struck by how poor the airflow appears to be from the NZXT fans I have. You only have to move your hand about 4-5cm's away before you stop feeling it. I was playing around with an Intel heatsink fan and that seemed to actually move a decent amount of air surprisingly, at silent RPM's too.
 
The 140s that came in my switch at 12v the breeze was like that generated by a gentle fart through tight jeans. Pretty much non existant but the sound level was mad loud
 
Scythe Gentle Typhoon AP-15(1850RPM) for case and AP-45(2150RPM) for Radiators.
Nothing more. For people with good fan controller for benchmarking Scythe AP-29 Black PWM (1000-3000RM).
I expect reward for best PC fan EVER made GT AP-15.
Design I love CORSAIR Fans and Noiseblocker Multiframe too but Gentle is my favorite.
