why is there a + sign by ppls' names at the bottom where it shows who is online?

Is it to do with buddys?

The + is to show that that specific person is in your buddys list. Basically when you add a person as a buddy A + sign will show beside there name. If you enter a user profile in the top left side of the page you can add buddy and remove buddy.
