Sanity Check

I'd indeed drop the RAM to 8GB (leaves money for an upgrade, like a bigger SSD) and get a different case. An mATX board is going to look very small in the 540 air I think. The Arc Mini R2 is quite a neat case indeed!
 
I would change the 4670k for either a Xeon 1230 v3 or regular 4560 (as said before, he probably isnt overclocking if you are speccing the build), which also makes the h100i overkill, a cheap air cooler would do the job. The Phanteks TC-12DX is good, cheap and quiet and looks good through the window.

I agree on everything but the last part. An aircooler never looks good.
 
Hi

If your only planning on a single video card why not look at mITX motherboards and cases. The 540 air is a lovely case but will be quite empty with what you are planing to put into it. I have been very happy with the Corsair Obsidian 250D case and the H100i is perfect fit.

I think on a budget he will struggle to find an ITX board and case, they are generally a lot more expensive even for the cheapest cases and boards.

I am very fond of my mITX board - Gigabyte GA-Z87N-WIFI MB. Cost me only $129 and has everything I need to run both Mac OS and Windows 7. I don't know if the UK price is as competitive as it is here in the USA. And also you can get the H87 version even cheaper if you go with a locked processor and don't want to overclock.

4670k unnecessary, a 4670 will suffice for a person who lets other people build their rig. 16GB of RAM is unnecessary as well. you'd be better off saving the money and going for a 290.
Idk if there are any golden/black 290s though.

16gb of ram isn't needed just yet and it's an easy upgrade if that ever happens to be required. A sapphire 290 tri-x would go well with that build

If there was an 8gb kit of that ram I'd go for it, the aesthetics and reliability of them out way the cost. Also a good price for a 2.4ghz kit
Also a 4670k isn't hard to overclock and just setting the multiplier higher is a significant improvement, a system builder can save that setting in the bios for him.

A 290 could be put in at the cost of less ram, slower ssd, cheaper case, less efficient psu. But the price to performance ratio of the 770 vs the 290 just doesn't make it seem viable to me.

I just compiled an all rounder computer where each component is of the highest quality for efficiency and reliability.

There is a 2x4 GB kit, i should know, i have it. 2400Mhz is overkill as well.
A 4670k isn't hard to overclock, but still i can ensure you that the person who will have this PC will not touch the BIOS even once.
With less RAM and a 4670 you save a good 80 quid which easily allow an upgrade to a 290 which will yield far better results over a 770 than a small overclock on a 4670k. Not to mention that with a 4670 you can drop the z87 chipset. h87 boards are significantly cheaper than z87 boards.
