Hey. So I got my new quad channel ram today. for $400 bucks.

So it doesn't seem to function at anything above 1833 mhz. I used the AI tweeker OC tunner and this happened. http://i.gyazo.com/bca670092de95bad3f1287afab73dba2.png
It says my dram frequency is 1166.7 MHz
CPU-Z says it's quad channel

So.. What frequency is my ram running at after the oc tunner? 1166 or 2332?

It is running @2333mhz, you double the figure you see in CPUZ.

You probably could have saved some money on your memory by buying a slower kit as with X79 and a 4930k the fastest you can expect to run it is about 2400mhz.

What you can work on is the memory timings as your sticks are very slack (for running @2800mhz on other platforms) and can be tightened down a bit, this will give an increase in performance.

What I would recommend is you have a good read about overclocking your CPU and also memory tuning before you do anything else. There are plenty of guides for the X79 platform on the net and Tom has done one in a thread as well on these forums.
