Ryzen boot problems

Hi guys recently built a new pc and had a few issues when first using it, it was turning itself off but all the lights and the h100i pump would still run but no fans.

I thought I had cured this with a bios update as it looked like it was maybe hitting a temperature threshold and shutting off. with the bios update it bought the temps down by 20c (its a 1600x seem to read that x chips were showing 20c hotter?

I also removed the cooler cleaned it and re pasted it but the bios update seemed to be the cure.

anyway my brother has been using the pc for about 3 for about 2 weeks he had no issues at all and then recently it started to turn itself off again same as before so black screen case lights lit but no fans etc. also the cpu led on the easydebug was lit

he bought the pc to me yesterday and it wouldn't turn on at all I removed the cmos battery to reset cmos as I wondered if the xmp on the ram was causing issues, anyway ran it up using occt for an hour with no issues at all it didn't go above 60c using ryzen master to keep an eye on the temps.

anyway I decided to test it again and left it by itself when I came back to it the screen was black and no fans were running but you can hear the h100i pump running when touching the pump it felt quite warm and the mounting screws felt warm to also the covers over the capacitors (VRM's felt warm to the touch) and the cpu led was lit again.

I turned the pc off using the switch at the back and left it for awhile since then I haven't been able to get it to post at all even after trying to clear the cmos again.

does anyone have any ideas what could be wrong or where I need to go from here? sorry for the long post I'm a bit unsure of where to go next

Seems like it's kinda random. You may have a bad cable somewhere that triggers the PSU to enter a protective shut off mode. I've had that before, turned out it was a bad SATA cable, replaced it and never had an issue since. Make sure everything is secure and not being overly bent/shorted.

After that I'd say run memory at 2133 and see how it goes with OCCT.
 
so i reseated the CPU and the RAM and have been testing the pc over the last 2 days! unfortunately today the pc has blacked screened and the CPU led is lit :( ive made sure its up the latest Bios level im running out of ideas :(
