Hi I'm new in this forum. Hoping to bear with me. I noticed that +3.3v in my BIOS and Hardware sensor monitor is only 3.07v. Is this the threshold or under voltage? Is there something wrong with my PSU? Anyone can spare this idea why I'm only getting this value? Thanks!

That's fairly low, but it is software monitoring.

Grab a voltmeter and use this guide

Also make sure your bios is up to date rather than the same one that came on the board. I often used to notice slight changes in voltage and fan speeds after a bios change

I updated my bios lately but still the value is just the same.

I got the right value using my digital multimeter. Perhaps the software is inaccurate. Or just because I took the test before the voltage supply goes to the motherboard without any load yet.
