Possible dead motherboard?

So I am wondering if i have a dead motherboard or perhaps its some other problem and seeing if anyone here can help.

Here's what happend swapped my system out of its old case into a 650d and replaced my cpu cooler with an H100 as well. After hooking everything back up i go to turn it on, it boots, no post beep, no video output at all both gpu fans are going though. Also none of my front or rear usb ports seem to be working as mosue /keyboard have no power in any port. lastly noticed that the fans im using on the h100 rad (white led air penetrators) will randomlly stop spinning then start back up again if they are plugged into any fan header or the board or on the pump/block, on 12v off the molex connections they are fine though.

First I thought it was maybe the power supply as i know i most be close to its current limit, tried to start it up with just one video card and all the same issues. It was fine and running 2 hours ago when it was in the old case with the old cooler, now problems. Getting a bad feeling with the no post beeps though.

The system is:

CPU: X6 1100T @ 4.0ghhz

MOBO: Gigabyte 990FX UD3

RAM: 8gb Mushkin blackline

GPU: XFX 6870 Black Edition x2

PSU: Corsair HX650

SSD: OCZ Vertex 3 60g

HDD: WD 1TB Cavair Black

Any help would be appreciated
 
best thing to do is take it all apart and see if something didnt go back right?? check all power plugs reseat everything.
 
Did that, ran it out of the case same issues. pulled the ram and no beeps at all on start up. Thinking its dead for sure.
 
What do you have plugged into the CPU fan header?

It could be be something like the BIOS expecting the PWM fans from your old cooler. Try connec ing a 4 pin fan to it and see if it boots, then go into the BIOS and disable the fan monitoring.
