some mobos allow you to add system ram to the gpu allocation - this is done in BIOS and may have been accidentally set when trying to fix them ram issues
start the task manager (right-click the start bar) and see what apps are running.
because of all your starting and stopping of the OS, windows may be busy configuring the latest NET runtimes.
let your system run for an hour or so, and then check the usage
forget about services.... it is PROCESSES you need to be looking at

this isn't affected by the memory you are using in apps or processes, it will just show the maximum amount of RAM you have installed and available.

yes that is where im reading it from. It shows 6GB but only 2GB usable.
Something is not working properly or some hardware is using up that ram. Can you disable the soundcard to see if it's eating up your ram? I can't imagine it using that much but I can't think of what else could be using it.
Disabling sound card didn't make a difference
Something is not working properly but I can't think of what it could be. The only other thing I can think of trying is doing a fresh install of windows just incase it's Windows it's self playing up.
