'No signal detected' at startup and sometimes reboot instead of shutdown

I have a Maximus VI Formula motherboard running a 4770K @ 4.6 GHz and the CPU cache @ 4.4 GHz. After lots of struggling I seem to have found a stable overclock but one problem remains...

Sometimes when I startup my computer instead of getting the normal boot logo my screen reports 'No signal detected' and after maybe 1 minute or so the computer restarts by itself and often the boot logo will then appear on the 2'nd attempt and the computer boots normally into Windows but sometimes it takes 2 or even 3 restarts.

Also noticed that sometimes when I choose 'Shutdown' from inside Windows the computer will not shutdown but instead it reboots just like if I had chosen 'Reboot' instead of 'Shutdown'.

Any ideas what might cause issues like this and I'm not even sure if it's my motherboard/overclock causing it or could it be that I have a problem with my graphics card (Asus GTX Titan) that for some reason fails to initialize correctly from time to time and thus resulting in the 'No signal detected' error message and failed boot?

I recently encountered a problem where by one of my rigs refused to "shut down" and would indeed reboot. After searching the net and trying all sorts of microsoft "fixes" and registry hacks (almost tore out all my hair in the process) I decided to do some dust busting inside the case whilst I thought a bit more about the problem. Whilst inside the case I decided to check a few connections.The FIRST one I tried was the 24 pin to the motherboard.
Guess what !
Bye bye rebooting !
I don't know how this became slightly and I mean slightly loose, but this did the trick.
I know this is a long shot, but fingers crossed, it may just be it.

I found some info in another thread over at the ROG forums where someone else had the same issue and it was suggested it might be an issue with the memory sticks not seated correctly or even a hardware issue with the memory sticks. I have a digital display on my motherboard showing different codes and in my case I noticed whenever I run into this problem the current code on the display reads 15. Appearently this code means that the CPU could not find the memory during POST.

So...I have now tried swapping positions of my memory sticks. If this won't fix the problem I will try what you suggest and I will also try re-seating the gfx card which was another suggestion in yet another forum.
 
Sometimes external peripherals can cause problems when shutting down the operating system and indeed the computer too. As an example, my PC would hang sometimes unless I unplugged my WiFi dongle.
Just have a general swoop over your wiring, make sure nothing is shorting as bare wires can cause a computer to boot-loop. Just make sure everything is securely plugged in.

If it's a memory error try changing the order of the modules and make sure they're running in dual channel configurations. If this still doesn't work then try booting with each stick separately to rule out the possibility of a bad memory module.

I already tried most of the things you suggest and fact is after reseating my graphics card and removing my RAM sticks and then switch their positions things have become better but still not 100% good.

Over in the ROG forums it was suggested my problem might be related to the CPU cache speed and/or the analog/digital IO voltage so guess I'll just have to do some more testing or another solution might be to simply learn to live with this problem. After all as long as my computer is stable when in use that is the most important thing to me.
