New R9 390 Faulty?

Used DDU to uninstall previous drivers
Uninstalled 7950
Installed 390 with all power cables plugged in
No display(Won't post: Stuck on code 97 on an Msi Z77A-GD65 motherboard)

Tried different cables to connect to the monitor, different power cables, different pci-e slot, clear cmos

Boots up if I disconnect the 390 and plug the HDMI into the motherboard

Anyone have any ideas on how to fix it?

Your help is greatly appreciated

Edit: Some people have tried reinstalling windows and said this has worked online but I'd rather not do that
(ON WINDOWS 10 64bit)

It's a powercolor pcs+ r9 390 if that helps any

Is there a setting in the BIOS to change it from integrated graphics to PCIE?

I don't think it's that because I'm almost 100% that I had that off in the bios and I even reset the bios to stock values just to see if that would work and it didn't. My 7950 worked straight away when I plugged that back in.
I think it's going to have to be a refund. :/

Did you check the meaning of code 97 on your mobo?

When I searched for it online I found someone having a similar problem to me and figured out their card was doa. I can't find my manual anywhere so if there's an online one I'd be grateful if you could direct me to it. I didn't find it with the quick google search I did earlier.
Edit: Nevermind, I found it

It says: Console output/Input devices/Console initialization and load option ROM (VGA, RAID, parallel ports, serial ports...)

Do the fans even spin when powering on?
If so try clearing the CMOS then boot up with the GPU and see if it fixes anything. If not, try finding another system and install the 390 and see if it boots. If not then it's display controller is probably dead.

The fans spin up but no display and I don't have another system to try it on unfortunately.
The only thing I haven't tried is a bios update on the motherboard but I'll have to mess with that tomorrow night.
 
TBH it does sound like a DOA card to me hopefully you got it from a reputable supplier who should have no quibbles about you returning it :) having said that see if a bios update solves your problem 1st
