Well in the sense of screwing them into the pump, res, waterblocks and pumps yes but in sense of hose diameter, no. The threads on the end of the barbs that screw into these things tend to be pretty standard at G1/4"

Most popular sizes of tubing tend to be 1/2", 3/8" & 1/4" I believe. The measurements are ID (inner diameter) of the tubing and match up with corresponding barb sizes.
 
as for filling and draining with a bay res, some have a 3rd port to add a fill port. as for draining just make a t-line at the lowest point in the loop and cap it with a fill port, then when you want to drain it just turn the pump off and open the t-line.
 
If you're careful to avoid spillage you don't need to turn off your system to top it up as the t-line is gravity fed
 
no the t-line is for draining hence u should cut the power so the pump doesnt die. the fill port at the top is just so he doesnt get kinks in the tubing.
