Game performance yes, but not IQ. All it really does is help maintain it's framerate. 7% OC doesn't really grant enough of a performance difference for better IQ.

Also the 4K upscaling is supposed to be pretty good.
The ultra-HD bluray support is pretty good too.

Supposed to be, but that'll be for media content mostly, HDR could effect game IQ if it's enabled, but then may run into the consistent framerate issue the original One has.

Review sites have noted that the 4K upscaler has improved IQ to some degree in current games such as Sunset Overdrive.

Also HDR output shouldn't affect performance at all since most games use a HDR pipeline until the final image anyway.
