You don't really need to upgrade the CPU, if you have a fast 3930k it will probably be better than an average 4930k which does not overclock as well.
As to your GPU, the GTX 680 is still a quick card and more than capable for most things. Only you can decide if you are not getting enough fps in the games you play.
