At what setting would I probably be able to run new games at?
(Such as Max Payne and L.A noire)
 
For gaming you need to be spending money on the graphics card not the cpu so drop the i7 for a i5 and spend the difference on the GPU.

8GB of RAM is great (get 2x4gb sticks), you only need 1600MHz so it won't cost much.

The 560Ti is an ok GPU these days, there are many cards that are better now. Take a look here and here to see how it matches up.

I'd also recommend an SSD instead of just a 1tb HDD.

There aren't many details in your list, in fact there isn't a single specific part! Give us a budget to work with and we'll design something for you. Are you wanting to build this yourself? Do you want to overclock? Do you need a copy of Windows? Have you got any other parts to re-use (i.e. keyboard, mouse, monitor etc)?

I have reusable parts such as monitor, keyboard and all that.

My budget is around £800

Get a Mushkin or Crucial M4 for SSD.
As for the CPU you may as well go for the 3570k so you can overclock at a later date when you learn more and so you'll make the rig last longer.
Also, take the case off and choose one yourself, just dont buy anything cheap and read reviews! :)

I'd get the 3570k and a GD45 but wouldn't bother with the aircooler for the moment. You can get the principles of overclocking (and get to a little over 4GHz on the stock cooler anyway). Much better to spend the money on the GPU instead. 7850/7870/7950/670 are the cards to look at depending on what budget you have after picking your parts.

I'd get a Mushkin chronos 120GB SSD

1tb seagate barracuda HDD.

Corsair TX650 PSU.

Low proile RAM in preparation for getting an air cooler later on, corsair vengeance or similar is great and cheap. 2x4gb sticks with 1600-1866MHz is perfect.
