Either way, Google claim to be coming out with some toolage for users to verify their ISPs.

if i said great idea i would be lying theres already tools that do those things they just want to make one themselves.. also i fear google because they want to get all the human knolowedge and we know that humans do 110% of all the ***** in the planet afterall ; but answering your question i would go with answer 2 - good idea including other suspicious stuff

I tried this the other day and it shut down my router!!!! had to unplug the bugger for half hour
