Intel Stock cooler

Do i need to put thermal paste on a stock intel cooler if its used? it said it was refurbished by i think its just another word for used they use.it looks like the bottom was wiped or im not sure what a bottom of a cpu cooler actually looks like. help :/

damn. ok. well i just wanted to put it on this old board. im getting a x38 off craigslist on wednesday and getting a haf 912 case too.
