GS600 +12v at 8.27v

Hi.
Now when i finally get aftermarket cooler i started to overclock 2500K. Almost always first boot is successful and prime95 2h with no BSOD but second time with the same overclock settings doesn't even post.

Then i checked voltages witch CPUID HWMonitor and it shows +12v at 8.27v.
Is it normal even for in OS monitor?

Specs:
CPU - I5-2500K
GPU - Asus GTX 560ti
RAM - Patriot Viper 3 DDR3 1600MHz
MB - MSI Z77-GD55
PSU - Corsair GS600
 
It's a glitchy reading in the software, HWMonitor and other similar programmes can often show some crazy readings, my CPU fan sometimes shows as running at over 90000RPM. If it was really running at 8.27V you'd know about it for sure.

EDIT: I derped. Can't answer the 2nd boot issue, you'll need to post your BIOS settings etc...
 
But in speedfan and OCCT shows exactly same.
Tomorrow i will get multimeter.

Limit CPUID Maximum - disable

Primary and Second turbo power limit - 95W
