Graphics Question

I am wondering why I am not seeing any noticeable change in my call of duty 4 fps after upgrading from a 9500gt to a 9800GTX+. I have kept all of my settings the same as before. I would think i would see a bit of a difference. It seems that my fps is somehow locked in the 70s unless I turn off ex. Sync Every Frame option which makes my game look like crap then my fps will jump to 125 which is what i have the max set as. Is it just the fact that the card isnt all that better?
 
Could be a driver setting, like Vertical Synchronization ON, which will sync the framerate to the monitor's framerate (aprox.).

You should perhaps try a driver cleanup, driver reinstall, or even a system reinstall if nothing works. Your new card is a lot better then the old one, the jump in framerate should be considerable (if in fact you have the same in-game video settings).

When playing online, CoD4 should have a framerate cap (most multiplayer games do) that helps with the clients synchronization.

I have no other ideas at the moment.

I went into my Nvidia Control panel and turned off vertical synchronization, then once I went into game my fps jumped to like 350s!
 
I am also wondering why my graphics/computer crashes randomly my screen will display random boxes of colors and stuff, and sometimes my pc recovers sometimes is doesnt. This is the second one of the 9800GTX+ that i have bought so I doubt I can be unlucky enough to get a screwed up one twice, any ideas?
 
Random boxes of colors are usually attributed to overheating and/or overclocking. If it is indeed the second one and it has the same problems then it would be difficult to say that it is the card.

You should be sure first that it is not driver related. Reinstall everything. In my opinion it is not related to the CPU, system memory or the motherboard.

So I think you could have problems with your PSU. If you have more PCIe power cables try to switch them (switching the rails as a result), if not, try another power supply (if you don't have one ask a friend, or, better yet, take your card and try it his PC).
