GPU Voltage

If i set my card to 1300, would it utilize the full 1300 or would it reduce to a recommended voltage level at certain clocks?

My card it at 980/1375 and the Vram is running at 80 on load with 1300. I would like to be able to reduce the vram to 1250 if possible; the question above may answer this.

Don't just set it to 1300mhz.. benchmark it properly and keep it stable.

Also it would run at that 1300mhz but it will crash if voltage or etc keeps changing.
