Tom's hardware are always a good bet. Also HardOCP are ok and Hexus and Anandtech do some good roundups.

I don't think anybody has reviewed every GPU ever, but Tom's hardware comes up trumps if you want the broadest range

yeah toms hardware "VGA Charts" are great. the latest ones compare all the latest pcie cards, and the one before that featured all the latest AGP cards. any graphics card in the last couple of years should be reviewed there.

Adrian's Rojak Pot had an interesting series of charts on recent GPUs from several companies detailing their manufacturing process, memory bandwidth, performance in Mtexels/second, pipelines, DX support, memory bus width, pixel shader versions and architecture if anyone is curious. I copied them all into an excel document for easy reference, they've tabled quite a lot of cards
