Google's parent company, Alphabet, has created a new image compression tool called RAISR, which can cut bandwidth consumption by 75%.

Not yet, Google plan to announce future plans soon, though I don't know if it can be applied to every website like that.

The program would need to ask sites for a smaller image that may not exist, then there is the compute power used to enhance the images when they arrive.
