General question about RAM

3200 isnt a problem but can need setting up correctly. All memory requires some kind of set up to run at rated speeds though.

Yes. Memory will do downclock. It already has XMP (DOCP) profiles for lower clocks. Buying 3200MHz memory means it was tested for that speed, and will do it. Sometimes you can slightly overclock it above specification, but i would recommend buying memory speed that you plan on running it on. Can you achieve certified speed depends on rest of your components. 3200MHz for Ryzen covers you completely.

Edit: Just make sure that memory is in compatibility list for your motherboard. It gets updated frequently, but just check it to spare yourself big pain.

Do you know if ryzen will take 4 stiks of mem with 3200? more so i can get 32 GB of ram.

For the moment Ryzen is struggling with 4 sticks of memory. It should be resolved at some point. If you really need 32GB of memory i would recommend going with 2x16GB. Or you can go 2x8GB now and update latter when they optimize it a little bit more.
