Cash, well i had a X800XT PE water cooled with high clocks, so i probly won't notice that much of a difference.

Yep, it's the golden sample, and it seems the card clock to a whopping 520 core in 3d, the memory is 1300. Mine reaches around 80C load in this hot wether.

Is this any way to increase the fan speed?

You need the modded bios (sorry it's from XS and I'm linking). Use the one with temperature monitoring (if you want to know what temperature you're at) unless you're using extreme cooling in which case use the one without monitoring which also has no coldbug (but you can't know your temperatures).

Get Nibitor 2.2a and nvflash 5.13 (google them). Make a dos boot floppy, extract nvflash onto it and boot onto it (or go into dos) and type nvflash -b org.rom (or whatever you want to backup to). Open this bios (org.rom) with Nibitor and check the board id (in Adv. info) is 6814 (or else the modded bios won't work). Open the modded bios in nibitor and change the frequencies to whatever you want (430/600 if you want to overclock in windows) then save the bios with a short filename to the dos bootdisk (or into the nvflash folder if you're not using a bootdisk). Boot onto the disk and type nvflash -5 -6 filename.rom (where filename.rom is what you saved the modded bios as). It will then detect cards and you press "y" to confirm flashing on 1 and "y" again to flash both if you're in SLi.
