No OCCT will not. OCCT will do the CPU,GPU, and PSU(very odd). Only RAM test i know of is Memtest. Though only use it if you're overclocking memory. Which you are in your case so do that
Sorry about the reply time up date anything over 1600 MHz it is not stable that at 1.65v and lose very lose timing 10.13.13.35. 2t and I have try up core voltage but same story crashing blue screen etc etc.
If you feel up to it try setting it 1t instead of 2t. Some ram modules can do it at that setting and most others only at 2t.. Depends on how binned the RAM sticks are.
