Faster timings vs faster mhz. which would benefit more?

I was wondering about getting new ddr3 memory. I was either looking at ddr3 1600mhz at cas 6 latency or ddr3 2000 and like cas 8 or 9. Which would be faster?
 
The 2000mhz would be faster by a small chunk % wise, but both are going to be fine, what sort of system is it going into? parts ect.
 
Intels love high bandwidth , and AMDs work better with tighter timings . At least with the C2D and C2Q series , not sure about i3/5/7s yet.
