Looks like some people have been getting refunds for there windows install that they did not want :

Sure, but what about laptops? Most of them come with Windows regardless of do you want it or not Some might need Linux and the manufacturer does not provide the option of a clean laptop. Just sayin' that because 50% of the cases from the article seem to be laptops.
For one those savings might mean nothing, for others in 3rd world or just lest wealthy countries that might be a deal breaker.
Lets say 100$ for a copy of Windows will be about the same everywhere, but what about the minimum wage?
Comparing UK's minimum wage and Lithuanian is 700 pounds and 700 litas.
1 pound = 4 litas...
