CPU will not idle

Hi guys I really need help with a problem i'm having. I started my computer up today and I realised that after looking at task manager, it wasn't idling. There were no programs running, and this was an hour after starting it up. I restarted and the same thing happened, and it just sits at between 10 - 30% CPU usage, whereas it is usually at 0 - 2%. This has never happened before and it isn't going away. Anyone have any advice for this?
 
Open Task Manager and look at the processes tab. Make sure you show processes for all users and then sort my CPU in descending order. You should be able to easily see what process is causing the CPU use.
