Connection issues in games from different creators

Me and one of my friends can join as a team in GTA multiplayer, but in all of Ubisofts games we cant, we can join our 2 other friends in any other way, but when it comes to having the two of us in the same mp instance it just will not work, we have the same problem in rise of nations, and possibly other games.
I haven't got the smallest clue of where to begin looking for solutions.
Any suggestions?
 
A little more detail may shed some light on the issue:

UPlay up to date?
Games up to date?
Operating Systems and are they up to date?
Are you in the same locale?
Do you both have the necessary ports open on your routers for UPlay MP? (this would be my first guess at the problem).
 
Everything is up to date, both, uplay (the crew/far cry and so on), steam (rise of nations)
Both on win 10, both fully upgraded

We are 4 guys that play together, i can connect with the 2 others, no problem, but he cant join once I'm in a group with either of the two or both, and he can join the two others individually or together, no problem but then i cant get in the group. I can see other online players and join teams.. so all the games work in multiplayer (witch makes me believe the right port are open)
I have tried to disconnect the Ethernet cable and using my phone and using 4g via USB to the pc, my phone is on another provider with the same result.
In GTA 5 we can join each other no problem at all
We all play online, we are 30+ kilometers apart each member of that group
Sorry i did not specify further but i really don't know where to look or what to do, so i will try to answer everything in order to find the problem

You may need to ask your friend to check his router settings for "Game modes" and port forwarding and that UPlay is OK, also could be worth trying with uPnP enabled/disabled.

Also when you're in your group are you all connected as friends via UPlay, I know from experience with GTA V & Battlefield 4 if one person is out of the crew or not a friend of one of the crew they can't connect. (just a thought)

Uplay suggested that we would go into msconfig and disable all startup programs, and that just sounds bonkers to me

We are all friends on uplay steam and so on, we both have upnp enabled
But we will try disabling it later, and looking into port forwarding.thank you

Are 2 of you on the same router / net connection?

30 km apart at least so no :) , nor could we be when using our mobiles for connection

disabling startup is abonkers tbh.
Are you both connecting to the network via the same router?
Are you both connecting via LAN?
Are you both connecting via Wireless?

Does the situation affect your friend? ie if you were ingame and he tried to join?

It is looking more like a router issue to me but without knowing more hard to suggest things.
