This computer will be as quiet as possible

Power Supply: ?

What is your current PC like? What is your budget?

We need more info mate.

This computer is for my little cousin
he just has a laptop now

Right, when it comes to PC cases you'll need something that is sound dampened, like the fractal R5, Corsair 400Q or some other similar case.

Since he will be listening to sound often I would recommend a soundcard and that he has a good set of speakers.

ATM Intel CPUs will be lower power, so that will help you keep the heat down and the fans spinning slowly.

For a PSU go high efficiency (gold rated or higher) with a semi passive or fully passive design.

Use and aftermarket CPU cooler, Noctua have a lot of good stuff and it all comes with fan speed reducers for quiet operation.
 
Start with finding out what music production software he wants to use, look at the recommended spec, and base your hardware on that. It's extremely unlikely you'll be overclocking, so a silent air CPU cooler will be quieter than an AIO.
 
How can this be?... When it's basically the same thing? A fan pushing air through a rad or fins on the air cooler?.

AIO's also have a motorized pump which are another source of noise and are generally not as quiet as a decent aircooler.

Yeah, had that in mind as well... Although I've always found Corsair's AIO's pumps to be extremely quiet. Even putting my ear on top of it, basically only hearing the water flow through it.
 
I know that the program need much CPU power more cores the better
and a lot of good RAM
and a good fast SSD

so Intel or AMD

but if you are going to suggest the Intel Core i7 5960X NNNNNOOOOO
maybe the Intel Core i7 5820K

5820K with a Be Quiet silent cooler, 16gb DDR4, M.2 fast SSD with a 2TB HDD for backup, passively cooled cheap GPU due to no onboard graphics, fanless PSU, Define S case.

FX-8370 is half the price and half the performance. At every single price point, Intel have a better CPU than AMD. You said your build required more cores and more threads - the 5820K has two more cores and 4 more threads and each of them does more per clock cycle than the AMD.

You need to figure out exactly the type of music production to be done. Are you going to record live and mix ? If so, you need specific hardware for that. If it is just for mixing, that's something different. Do you want to Dj ? What programs do you plan to use. Pro Tools is one very popular. Focusrite. Reason. Many choices. The more info you can give, the better help you can get. Davva had the right idea. You want to go for stability. The software always tells you minimum and recommended specs.

So there obviously is a budget.

Not being funny mate but asking people to help you choose a rig and its components without a budget is like telling some one to go for a walk without telling them where to go.

If you don't have a budget it makes it close to impossible for people to help you, because they're not going to waste 30 minutes of their life speccing up a PC only for you to say "Too expensive".

They're a knowledgeable bunch around here so give them a few figures and they'll find you the best hardware for the job.

Right now you are not making it easy.

If you can, definitely pick up a Gigabyte motherboard in case you want to easily Hackintosh the PC. Mac OS X really is just far superiour when it comes to music production.
