For 1080p, I would go for a 770. Will max everything at 60 FPS (ok, maybe not crysis 3 with 8xAA, but since 8xAA is literally pointless anyway, it doesn't really matter)
If money isn't a problem then the 780, IMO, is the best option for you in terms of now performance and this time in 2 years will still be a great card. As for a PSU I would say get more now and don't upgrade TO more later.
Hay guys sorry for not replying sooner and the info has been great Im going to try and aim for the 770/ 780 mark but I reckon I might just get the 770 truthfully specially since the most demanding game I have is metro (first one) I still tend to play alot of rpgs and rts games some ties I will jump on black ops 2
a 650W PSU doesn't actually provide solid 650W because of power efficiency. it really depends on luck though, i heard of corsair 1000W PSUs handling 1100W just fine.
All PSUs can go over the advertised wattage output. It will end up kicking protection features and shut down after a certain amount of time or temperature is hit(Tom may know better than I since he has a PSU tester). It also degrades the unit very quickly. Please also remember that GPUs "boost" their clocks and that will draw more power as well. Need to get something with more stamina for safety and longevity.

my maths is not great but i will try to explain:
642/100=6.4
now lets say the power supply is 80+gold:
6.4x88%=563w
Theoritically 563w (at 100% load the efficiency being 88%) would be enough but some manufactures overstate or understate the max output of their psu. also don't forget about rails and the fact that components used in the power draw test are different from op.
