Well at stock the 3570k doesn't actually go to 3.8ghz, with turbo boost it actually only goes to 3.6ghz across all cores but anyway, in answer to your question, I would say so yes, you should get some decent fps increase and if you were to be doing anything like rendering or stuff like that then you would see an increase in performance

from 3.8 GHz to 4.4GHz yes there is a drastic difference, simply put, your CPU will not be a bottleneck for your system unless you're running ridiculous graphics cards like quad SLi/CrossFireX

If you not gonna OC, get a MoBo with H77 Chipset.
And for basic Gaming go for atleast with the i3 3225.

If you got money left, maybe spend on some cheap Corsai 1600mhz RAM
or consider an small QuadCore.

Well, AsRock Z77 Extreme 4 is more expensive so I guess the GD55 is the way to go
But keep in mind I'll only have the money for all of this around April~May so a lot of things will come out meanwhile. Still, I think my choice will be the same. (not planning to buy any Haswell)
