Did you upgrade to 16GB, as this game is known to have memory issues, especially on Windows 10.

2:15 place he have 80-90fps when me 50+ fps , but when on a screen progress is normal cars traffic. I dont see here cars. Maybe it is because of progress in game?

It could be any number of things, Program running in the background, Windows being weird, Driver issue.

Going over the same thing over and over and over and over and over again isn't going to solve it, The game is just a crap port.
