my uncle has an old computer and is experiencing slow internet speeds (i used my laptop over there and was fine) and was wondering weather adding a network card (around $35) would help it.

There is a lot of factors here. How old is his computer? Did you use wireless with your laptop? Did you check the computer for a potential virus? Are the RJ-45 connectors in good condition?
