Maxed out unit is more efficient.

I thought PSUs were at their most efficient at around the 50% mark?

A corsair ax psu is 92% efficient at 50% of system load and about 89% efficient at 100% system load so with that in mind all you have to do is make sure the psu can cover the peak power needed to run the system as theres only a 3% diffrents in the efficiency

Seriously: Get a 3570k or a 3770k. But no regular 3770! Why would you get a Sabertooth with an H100 when you aren't going to overclock?
