Bad Bios or Bad Motherboard?

Problem.. ITS EVOLVING!!!

It started off that randomly , 1 in 5 times when i turned on my computer, the bios would look like it was loading(Without touching keyboard or trying to open bios) then computer restart before bios actually loads then load into windows no worries

Now it still looks like it is loading bios but then stops, turns off.. fans go still \ spinning down, then a flash of power all the fans spin up for a second then off completely, i turn on and it works goes into windows no worries..

Was advised could be bios, I updated to the latest bios same problem, i switched to 2nd bios (MB has dual bios) same problem.

Question : When i updated bios would that of flashed bios and reinstalled or just upgrade bios?

I believe that during boot up the bios checks all the parts attached to the motherboard and if one of the parts fails the test then the bios shuts the pc down. You could try a programme called memtest to check the ram, just have memtest on disk and have it in the optical drive and boot from it. Maybe also you could check the hard drive in another pc and run a checkdisk on it. That's all i can think of sorry but there's lots of people more knowledgeable than me here that will help you also
