Yeah thats where I got a quote for a dedi from. You can get more ram added in, which is what I would do. A q6600 could run it fine, its more the ram than anything else :l.that's still not a great spec for an arma 3 server..

My old dayZ server (the non multiplay one) ran a clarkdale ( I think) i5-xeon thingy, full load the server I think was about 30fps, which is amazing for a DayZ mod server back in the days, especially a bigger one. It had 16gb ram as well although that never maxed out before the cpu did. I don't really remember the tickrate but it never had performance issues. Except for the one time when some hackers were spawning in tonnes of crap and the server ran out of resources cpu wise. Basically I don't think a server would need to be super powerful.How many players?

What framerates were you getting from the server at full load?
