Anyone else have ati fps issues in rift?

So I've been doing plenty of reading, no clue if anyone else here plays Rift or has tried it.

I just picked up an asus 2gb radeon 6950 not that long ago.. and frankly i'm EXTREMELY dissapointed. I know the game Rift supposedly is not optimized, and lots of people have fps issues. But I'm pushing barely 30 on a good day, with quite a few settings significantly lowered, no shadows, no aa.. basically a good 40% of the "pretty" things completely off, and the rest lowered somewhat.

I have the latest ati drivers, and i have the ccc cap profile recommended to improve the game.. it seemed to make the game "uglier" for some reason or a lack of better way to describe it, referring to the cap not the drivers.

Now all of that being said, I know my cpu is bottlenecking my gpu. I'm aware of that.

I have a 1000watt corsair on the way with a quad core amd phenom ii black edition 975 3.6gig, as well as a noctua nh-d14 on the way.. all to go in my system. Should, keyword should, make a huge difference.. but honestly, with what I've seen, i'm a bit skeptical.

My 512 iceQ 4 ran the game only marginally worse than my new card, if worse at all..

Am I missing something? is it just this game? I've heard Nvidia run the game 75% better on a same gen card, but I'm not sure how much I can put in that as truth.

For questions on the rest of my hardware it's all in my sig. And the above hardware is getting put in later this week.

Any input is appreciated, hopefully someone else here may play as I know most issues are specific to this game.

To add to this, basically all of the reading I've done states that this game, is based on the gamebryo engine, fallout new vegas etc. And that the engine is significantly more optimized for nvidia cards rather than ati cards.

I've also read that nvidia 460gtx, gets significantly more frames than people do with a better (not bottlenecked) system and my card or the 6970, so if all of this was true that would make sense. A card 1/3-1/2 of the price getting more frames and performing better.

If I need to make the change to Nvidia I will.. as this is my current game of choice, and while my video card is still in it's "like new" stage I can get top dollar for it. and shell out a couple more bucks for the 570 if I need to. But as it's already in my hands and sitting pretty in my system I would rather not if it can be avoided.

Anyone else familiar with gamebryo engine experience have similar problems?
