570 Core Clock Changing?

I recently got an MSI GTX570 OC and it's brilliant, the only thing is when looking at the graphs in afterburner, i see that the core clock goes up and down depending on how stressed the card is, which i assume is some power saving thing. this wouldnt be a problem, but when folding, the core clock is at half of what it should be. i can only assume that if the card was running at 800mhz not 400, it would fold better right?

i can't for the life of me find anywhere i can change this, so am i being crazy or do you know how to keep the core (and memory and shader) clock constant?

Nvdia control panel - management 3D setting - power management mode - prefer maximum performance
 
ah right cheers, i did go in to nvidia control panel but for some reason i assumed 3D settings were for 3D glassesy things.

But unfortunately I did change that but afterburner still says its running at 400mhz instead of 800
