2600K changes speeds (mind-max) every few seconds idle Win 8.1 Pro

So, got the new Windows on but now it keeps throttling the CPU up and down between idle and turbo mode evrey 1-4 seconds in idle or other normal Windows usage. Not sure if this is harmful to the CPU, and regardless I want it gone. Using the high performance Windows profile so it should just sit at turbo 24/7. It's probably a background process but I can't figure out which one. Any of you guys experienced something similar and solved it?
 
I know it's normal and all about that, however I'm not used to it changing clocks usually after 1 second and so on. It can't seem to make up its mind, if that makes sense? It didn't do that in Win 7. It goes to idle clocks on sec 1, turbo sec 2, idele sec 3, turbo sec 4 etc. Literally a single sec.

Edit: Put back the power plan to balanced and that solved it. Fine by me, however I followed the SSD performance guide which recommended the high perf plan with 1 edit (disable HDD turning off) - which I have now done too for the balanced perf plan as well.

So, SSD with balanced perf plan and SSD turning off disabled okay?
