no it isnt the programmers .... its the stupid controls and concepts they are asked to implement ...
take away any prerequsites given by a committie and a team of 10 programmers from over the 'net could make a stable and powerful OS in their spare time (Linux im looking @ u)
actually you can comapre linux to windows quite easily .. name any function/feature of windows (except DRM or incessant crashing) and i can give a linux equivilent and can comapre that function/feature (with linux winning most of the time)

maybe its time for M$ to 'trim the fat' and to get some efficient coding in .... how many lines of code in their oses do you think activation/DRM/Malware (like the Alexa key in IE) uses???
compaison of the amount of lines of code per OS is not possible as only one of thoses Oses have available Source Code (the trustworhy one .. Linux)
and back to my original post .... if the windows OS had all non-essential componets/'features' removed that were required for daily usage (eg stupid help systems; integrating IE into the file explorer etc) then it would be a much more stable OS and id like it more
