I build a computer and got it water cooled by a friend because i know nothing about it, Is watering usually very very noisily .

Sounds like air in the pump and or loop in general. Google it / look on forums.

It seams to be all pump noise can you run PMP-400 on 9 v are something

It needs 9V to start. But I bet its just a bubble in the impeller.
