I mean like the report says.. If ya wanted to use the 'flawed' algorithm then you would have to set it yourself.
 
It can`t be a random number generator.

U don`t need a fancy algorithm to generate a random number on a computer, a simple routine can do it. And it will be random where-ever or when-ever u run it.

It is an encryption thing, and I`d imagine the constants being the keys ? Keys meaning without them u can`t do whatever it is ?

Same here as well. There is always that old saying "if it a'int broke, then don't fix it". XP is still the best MS o/s there is.
