And basically locking my connection on this machine (browser/email wise) down for a good 5 mins

No TCP/IP hacks I have found have done any good

Utorrent is the culprit as torrents do use a good amount of connections

I have tried limiting connections within the program

I am on Idnet Supermax (8mbps down/800kbps up kinda thing)

Service pack 1 (only thing i can think of is uninstalling SP1 for now :()

i've not seen anything for vista 64 sp1 yet :(

have you tried the files from server 2008 x64 ?

[edit]

nvm, i tested vista ult x64 in vmware with the server 2008 tcpip.sys and still saw the 4226 event viewer error

i get the same problem.. HIGHLY annoying.. :(

soon a there is a way to change this i'd love to know

You tried this:

TCP Optimizer

Read about Vista's auto tcp-tuning feature here:

TCP Tuning

BlackViper's service tweaks and vista optimization guides:

BlackViper's website

Also look into a similar thing Vista has to XP. A QoS bandwidth reservation setting. Especially those running off USB modems as opposed to an ethernet LAN connection:

"Limit Reservable Bandwidth" <-- bet you can find it in administrative tools, computer policies, or under your network connection centre.

Finally check out this useful info (scroll down the page a bit till you get to Network Settings):

TweakHound Vista

All the best...

I don't use a 64-bit OS, but a lot will work the same.
