Using a Boot Drive & a Storage Drive

Okay guys. I am planning to make my dad a new computer for his birthday / Christmas. However, I don't live with him, so this PC needs to be pretty resilient. I want to give him a small boot ssd (60gb), and a storage HDD. However, I highly doubt he would remember to store things on the HDD. So, how would I go about essentially locking down the SSD, and then making everything save to the storage drive by default?
 
You can change the default save location within Windows, so you could point that to the storage HDD. Might also be an idea to change the download location of your preferred Internet Browser as well.

Basically any programs he will be using, you should change their default save location before handing over. Not sure if you can lock down the SSD, but someone more brighter might know a way.
