underclocking under load (broken temperature sensor?)

Hello people of OC3D, I have an issue. I built together a rig with a Intel 2500k and ASUS P8Z68-V LE motherboard about a year ago and I had it shipped across the country earlier this week. However, when I received it for some reason the BIOS would not allow the computer to boot because of the CPU 'overheating' when it obviously was not (fan was not spinning up, heatsink was cold, etc.) So I set the BIOS to ignore the CPU temperature. However, the computer felt slow under load and when I ran a round of prime95 it showed that the CPU would underclock from 2.2GHZ to 1.0GHZ under load. I suppose this is due to the CPU temperate being too high according to the sensors. Any ideas on how to fix? I already reflashed the BIOS to no avail.

you shipped the CPU mounted in the motherboard socket, with the heatsink fan
attached to the CPU?
if so, check the CPU socket for bent pins, look at under-side of HSF for irreagular
patterns, examine the IHS of CPU for damages.

if all is in correct order, reboot with optimum defaults and verify load.
