Well i havent read all the information nor found complete information regarding each bios version.
The main differences between the different version are some bios are favoured for using TCCD chips while other do better when using BH5 CH5 chips. General bios doesnt have aggressive timings or initialising for certain mem chips to make the bios more friendly with all ranges of different rams etc. In these bioses they have been tweaked for above mentioned mem chip types.
704-2BTA has all the cpu vids higher then usual and 123% has been removed from voltage settings due to a bug ( makes 1.90v ). Some users post states they are more stable , some states they have overclocked more but non negative so far i read.
623 series -1 -2 -3 versions have just different ram combinations which consists of original bios releases , so different version works better with certain chips and on certain mem slots e.g yellow or orange might work better on different bios.
Also 704-2BTA has more soft settings when cold booting e.g soft timings at initial boot then kicks of on post boot.
Also compare to other users posts some of the options names have been changed to make it more user friendly.

Edit : I also found the following link from bleedinedge forums OCZ support section. Tough Brand is OCZ but i believe settings refer to TCCD and BH5 chips. It kinda explains which bios to use with which settings.
