Well, it doesn like totally slow down, it's more sporadic, like every now and then it slows down for like a second, then speeds back up, then slows back down again after 10 seconds, then it might be fine for a while, then slows down again, etc

have you tried connecting the fan to the psu and seeing if it does the same thing?

Your Antec should be able to handle most anything These 550wats just aint necessary though I have one myself -CWT 550 (channelWell) excellent value by the way!
