Strange one for y'all

OK so I'm building a cheap budget backup rig for shit and giggles. I bought this psu used for 20$ shipped TOPOWER X3 Series ZU-550W.

OK so specs of rig its to power are as follows

AMD939 3700+ cpu
ABIT AN8 SLI mobo
3gb of ddr400 2x1gb and 2x512mb
Asus HD5450
optical drive
250GB hdd
That's it nothing else Yes its overkill for this setup but hey I dont care one can never have enough psu power.

ok so this psu arrives i open box and its ungodly dirty inside. So first I jump it to make sure it powers up. It does so I get out the can-o-air and proceed to clean it, well the dust is so clumped all I'm doing is bouncing it back and forth front to back. So I open it up and give it a good cleaning with the can-o-air and a good wiping on the fans. Now shes nice and clean so I again jump it to make sure I didn't foul anything up. It powers on just fine. So I set about taking my old 430watter out and putting this one in. Now the fun starts, the bloody rig just wont power up post led goes from 00 to 1 and nada nothing zilch zippo no boot. I'm like ok wtf I reseat all cables and try again. I should of mentioned this prior to getting this far but this is an already running rig the psu I'm using for it was borrowed from another rig I'm trying to sell. Again no power up. So I rejump it and yes its powering up fine, check agaijn all wire connections even try jumping the mobo pins to power it up and still nothin. At this point I put the old 430 back in and whallah power post boot. I now take this 550 watter and put it a 775 rig I had I had in the closet and whallah power post boot. So the million dollar puzzle!!!!

WTF man why wont it work with the AMD setup??
 
what are the rails rated at? any pics of the label?
most likely the rails cannot supply enough amperage to fire the amd kit up either that or its to do with the 4/8 pin atx connector
 
it has dual 20amp 12v rails its powering a 775 rig DDR2 which is newer tech then the 939 ddr rig so i doubt thats the issue. both 775 and 939 are 4pin cpu power plugs and yes i made sure I had the right one inserted (not that you can insert the wrong one anyways) lol

That really is a strange problem.

Just curious but have you tried powering it up with the 550w psu without the hdd's etc?

I only ask because at the last lan I was at, 1 person was building his pc up and it's a low spec rig but his, 350w psu would boot the pc with his 8600gt with no problems.

He then swapped out his psu for a 850w, and a 4870 and his pc would not boot even when we swapped the cards back it still wouldn't boot or power on.

We then used some molex adaptors etc and tried the old psu with the 4870 and it booted, but he couldn't have his hdd's connected due to lack of connections.

We then swapped the psu's and disconnected all the drives and it booted no problems, and we then started adding stuff and it turned out his IDE dvd drive wouldn't work with the larger psu.

Luckily we ended up finding some spare bit's to help build it up so he didn't need IDE drives anymore but it had nearly everyone, confused until we all started thinking but I mentioned removing stuff and it worked.
 
yes I have tried that as well. I took everything off the psu but the board I even took the gpu out and still nothing. The board even has a 4pin molex at the bottom for extra power as its an SLI mobo. I've hooked up power to that without it. I'm still trying different thing when I feel like wasting a hour or so lmao.
